I voted for Victor, as I think he is great. Sam reminds me of my other Hollywood favourite the late George Peppard, but I really like Victor.

It's not really a fair question. Neither one of them got the chance to raise their kids. Grams wouldn't let Victor in Prue, piper or phoebe's lives and Sam and Patty had to give Paige up for adoption. But Victor did try with them as adults to be understanding of their "heritage"and helped out when he could, Sam could have tried harder..

I can understand why both of them wasn't around for their daughters, I Like them both. I wish the writer would have brought sam in a little more. victor was the better father he tried to be in the girls life and still is you see him every now and then but you didn't even see sam at paiges wedding how rude thats just not right victor was at pipers wedding why couldn't sam be at paiges. Four Probably ways why Sam didn't show up for Paige's Wedding: 1. Sam is a Whitelighter, He had Charge(s) to protect, where as Victor didn't have anything else important to do (like Protect a charge like sam does) on Piper Wedding day, maybe on that day of Paige's Wedding, Sam was protecting one or more of his charges. 2. Maybe Sam did make appear off screen, neither before the wedding or after the wedding but we never got to see it 3. is not really sam fault on this one, it the writers fault, they didn't bring sam back in the script, do to budget cut, I think instead of Introducing Coop in this episode, they could have brought Sam back and waited to introduce Coop in the next episode, or better yet, never brought coop in the storyline at all. sorry but i couldn't stand Coop at all.. 4. or probably the actor that Play Sam, couldn't do the episode because he was neither busy with another Show/Movie or have some try of sickness and couldn't do the episode

Victor did at least try to be in their lives. Sam had a chance once to try and make things better between him and Paige.
So I say Victor.

i'd have to say victior because he was there for the girls more, and i don't think we knew sam enough to really see what he was really about.

its victor of course hes mite of walked out on his family but when he came nback he was always there when his girls needed him and was always willing to help when he could

My opinion: neither one was exactly very good until after the girls had already grown well into their adult lives and became the Charmed Ones, but I think that both the reason Victor turned out as bad as he did and the reason Sam even had a place in the picture to begin with, was all because of Grams. Remember, Victor didn't just outright leave the family as soon as he found out Patty was a witch and so were their daughters. It was Grams' insistence of having the girls hardline towards that course at all costs that eventually drove him out. She even acknowledges having chased Victor away to begin with. If it wasn't for that, there would've been no place for Sam to get in the picture. Eventually, when he moves back into San Francisco, and especially thanks to Phoebe not hating him, he's able to earn his way back into he sisters' lives and he is actually there for them quite often through certain major events.
Now, let's take a look at Sam. First off, I'm willing to give him some form of due credit. The circumstances which resulted in him having to give away Paige and seldom look back are perfectly dictated by the holier-than-thou administrators of magic that I would say have the nerve to call themselves the Elders, except any sort of a holy title at least including the word "elder" seems to have a lot of nerve attached as a semi-prerequisite these days. However, not only did he never even try to give anything a shot, an example made to look cowardly in the face of that of Piper and Leo, but let's take a look at his only appearances after the Charmed destiny started kicking in.
S2) Self-pity over the water demon that killed Patty. S5) Self-pity over having had to give away Paige. S8) Getting like Grams over Paige's magic when he asked her for help to save J.D.
In other words, Victor earned his way back into the girls' lives, while Sam has Grams to thank for ever having any room to get involved yet pretty much remains a relatively inconsiderate dunderhead.
