It just looked that way because of all the drama Billie had to go through her parents death killing her sister losing the Charmed Ones respect for nothing.

I would have to say that Billie is taking over the show a little bit NO WAY! shes juat a good character who has a good part in the show, just because they show the storyline of her and Christy alot doesnt mean its taking over the show, Season 7 had the story line on Agent Brody and the avatars alot and that wasnt taking over the show was it?

I don't know.... I think to a certain extent she was taking over the show. Even with Agent Brody and the Avatars, they were limited to a certain number of episodes, then gone. Billie was basically in all the episodes and sometimes it looked like too much emphasis was placed on her.

but the whole thing with Billie and Christy was only on the final 4 episodes, and like 6 episodes where she was trying to find her!

at first i thought she was. and we are now to the end of it all and i have rewatched the whole season 8 i think they had to build her charater up so we could get an idea of who she was. you know she always questioned kristie's intentions. i just never thought that it was right to take brian krause out. he was on the show from season one. but that's another space of dicussion. for a different board.... and this is way out there but what cute smiley things

i just never thought that it was right to take brian krause out. he was on the show from season one. He was never a part of the main cast until the middle of season 2. It's not like the Charmed Ones, who appeared in every single episode, period (Shannen obviously being traded in for Rose in that regard after season 3), even though he was pretty close in a way. Besides, they came up with a good storyline for it which didn't make the viewer automatically think they just couldn't fit him into their budget, and Leo was still very important to season 8 even without being there all the time because of it. That, in my opinion, was one of the few gems of season 8.

I guess that's all a matter of opinion. We'll all have our different views on Leo leaving, but I personally wouldn't call it a gem of season 8.
Fair enough, Brian wasn't a part of the main cast until Season 2, but none the less he played a very major part in the show for a long time. He appeared in nearly every episode for quite a long time. I personally didn't think it was right to take him out of the show, but it can of course be thought of as a good motivation for Piper to want to win the "Ultimate Battle".

I think Billie did take over a little bit...I even thought at one point they might get rid of the Charmed Ones enterely and season nine would be about her!

That would defeat the purpose of it being called Charmed. Don't be silly. (Not trying to put you down seriously when I say that.)
I wouldn't really say that she was taking over. I mean, the sisters clearly had their own side stories in addition to whatever role they had in reference to their Wiccan duties just the same. It just happened to be that this new kid had come along eager to be shown the ropes, combined with them taking what basically amounts to a bad sabbatical from their regular duties of taking out demons, so it was bound to appear that she would show up more than most guest characters had.
In any case, I don't really think that's why people are saying she was taking over the show, at least not by itself. There's also the fact that she was acted by someone who would be much better in an actual comedy rather than just a show with comedy in it, though that was for the sake of the character's youthfulness, and the other half of the Ultimate Power equation she's a part of, Christy, is actually a character capable of making me not even be able to formulate an opinion on her beyond asking "who are you?" at everything she says.
Then there's also Brian Krause, or should I say Leo. Which takes me back to you, Val. I agree with you that taking him out for much of the season in itself wasn't really a rare gem of season 8, which may strike some as odd since I'm the one who said that, but what I considered a gem was the storyline they used to explain it. It doesn't feel like a budget cut from just watching the episode, and even though the fact that it was one in reality means they chose furthering Billie's story over keeping him on, it added an element to everything that was centered around the Charmed Ones and made Leo even more important in the end.
At the end of the day, though, let's face it. Billie's story needed to be fleshed out if it was ever gonna be key to the end of the show, which apparently had to happen in order for the WB to pick the 8th season up, but I didn't feel like she took over the show. More like she moved it along a bit quicker than the sisters would've been able to on their own. I don't know about you guys, but to me it was plenty clear that Billie, like another long-recurring secondary character by the name of Cole Turner, needed the Charmed Ones from the outset a lot more than they needed her (or him). If Billie was taking over, one could argue that Cole had taken over the show for at least 2½ seasons of his time there, yet I don't see that as a point of complaint even half as often. Nor do I want to, obviously.

This is a bit off topic, but this is in response to what you said about Cole. I guess some people could look at it as if he took over the show a bit, but I personally believe that was necessary at the time. Don't get me wrong, I don't think he "took over", but he did have some major storylines (especially in Season 4). But I thought that was perfect. Most shows don't survive killing off 1 of the 3 main characters. But by having Cole there and having some great storylines involving him, people who may not have been as in love with the idea of the new sister Paige still enjoyed the show. It kind of gave people the chance to adjust to Prue being gone by having him take on a bigger role.
Now back to Billie lol. Obviously the Charmed ones still had the biggest roles. So in that sense Billie didn't "take over", but I did think she had a bigger part that I would have preferred. But if that was what it took for Charmed to get a Season 8, that's fine by me! Although she wasn't my favorite character/storyline, it's not like I hated her either.
And as far as Leo goes, I agree that they did a good job at taking him off the show. If I hadn't known, I wouldn't have thought "oh that must be because of budget cuts". The way Leo was taken off was very creative and entertaining. But that being said, I think they could have easily had some different storyline leading up to the final battle that was a motivation other than wanting to get Leo back. I would have preferred having Leo there, but if I had to have him be taken off the show I'd go with how they did it. It was a great storyline, I just felt like he deserved to be on the show after being such an important character for all those years.

No totlly I respect your opinion no offense taken. I genuinly thought they focused a little too much on her but I liked the way they worked it in and then ultimatley ended it. They ended it so I spin off with the kids would be possible I think.
